Comrade Austin Imaghodor, President of the Ika Youths Peace Movement (IYPM) and a prominent ex-agitator leader, has congratulated the Administrator of the Presidential Amnesty Programme (PAP), Dennis Burutu Otuaro, as he marks two years in office.
In a statement made available to the media, Imaghodor praised Otuaro for what he described as purposeful and visionary leadership that has strengthened the mandate of the Presidential Amnesty Programme while advancing peace and development across the Niger Delta region.

He noted that since assuming office, the PAP Administrator has worked diligently to reposition the programme, bringing renewed focus to key areas such as education, vocational training, empowerment, and human capital development for beneficiaries.
According to Imaghodor, Otuaro’s leadership over the past two years has rekindled optimism among ex-agitators and other stakeholders who see the programme as a vital instrument for sustaining stability and promoting socio-economic opportunities in the region.
“On behalf of the Ika Youths Peace Movement and many ex-agitators who remain committed to the cause of peace and development, I extend my heartfelt congratulations to our visionary leader, Chief Dr. Dennis Burutu Otuaro, PhD, on your two years of impactful service as Administrator of the Presidential Amnesty Programme,” he said.
Imaghodor applauded Otuaro’s inclusive leadership approach, noting that his commitment to dialogue, engagement, and empowerment initiatives has helped strengthen the relationship between the programme and its beneficiaries.
He added that the Administrator’s strategic policies and forward-thinking initiatives have contributed significantly to enhancing the effectiveness and sustainability of the programme.
“Your dedication, tireless efforts, and passion for service have not gone unnoticed. The progress recorded within this period reflects a leadership driven by vision and commitment to the wellbeing of the people of the Niger Delta,” he stated.
The IYPM President also expressed optimism that the coming years would bring even more remarkable achievements under Otuaro’s administration, emphasizing that the Administrator’s long-term vision for the programme is only beginning to unfold.
“As we celebrate this milestone, we proudly say that we are proud of you and your accomplishments so far. Indeed, this is only the beginning, and we are confident that even greater achievements lie ahead for the Presidential Amnesty Programme under your leadership,” Imaghodor added.
He further reiterated the continued support of the Ika Youths Peace Movement for Otuaro and the objectives of the Presidential Amnesty Programme, stressing that sustained collaboration among stakeholders will further strengthen peace and development in the Niger Delta.
“Once again, we congratulate our visionary leader and wish him continued success as he works to create more opportunities and bring lasting progress to the region,” he concluded.
